I don’t what Seoul, Korea has done in painting their buses to represent the different types of service is new or original. The Los Angeles County Metropolitan Transportation Authority (LACMTA) has been “branding” their different types of bus service by painting their buses different colors for many, many years. They staarted using red for bus rapid transit (”rapid”), then orange for local service, and blue for express service. When “Matchbox” started putting out a toy (urban transit) bus that looked like one of LACMTA’s “rapid” buses, the LACMTA asked if they would put their logo on it, and Matchbox obliged.
The LACMTA has also adopted a systematic numbering system for their bus routes for many, many years .

I really wish that the New York MTA would put some effort into their buses. There are buses such as the Q1 with two destinations, while others such as the N22 has the N22a counterpart. The only real advantage we have is the first letter of the bus route tells you what borough you’re in, such as Bx for Bronx and S for Staten Island. The whole MTA is a mess, and the indications of routes and their destinations is only part of the problem.
Given the service area for Translink, Vancouver does have a system similar to Seoul’s. Your examples are simply looking at the network too narrowly. 1-89 are for routes within Vancouver proper, 100’s for the suburbs immediately east of Vancouver (Burnaby, New Westminster, Tri-Cities/PoCoMo), 200’s for suburbs immediately to the north (North Vancouver, West Vancouver), 300’s for the southeast (Surrey, White Rock), 400’s for Richmond, 600’s for Delta, 500’s for further suburbs south of the Fraser (Langley), 700’s for those north of the Fraser (Pitt Meadows, Maple Ridge). What’s left of the 90’s are the express B-Line services which originally ran into Vancouver.
Seeing a route from a different “zone” (route number block not Fare Zone) means that the bus will run to that part of Metro Vancouver. I don’t know if Translink gave as much detailed thought to the numbering within each block of 100 as Seoul did. Local circulator routes are denoted by a C prefix before the route number.

Seoul’s use of colour is to be commended. Of course, there are people who are colour blind - mostly men who cannot distinguish between red and green. (They get drivers’ licenses anyway!)
It requires a larger fleet, since it reduces flexibility to move vehicles around. Currently there are yellow buses (in the Vancouver region that is supposed to indicate “express”) that show up on Community Shuttle routes. B Line liveried buses show up on routes that need an arctic, but are not necessarily B Lines, and so on. Plus there are significant numbers of buses that carry the colours that advertisers determine, since Translink is so cash strapped it cannot afford a consistent corporate identity. But West Vancouver still proudly trumpets its Blue Bus identity long after the rest of the region adopted blue as well.
Of all the problems we face in Greater Vancouver’s transit system the colour of the bus is the least of them!
